When is "net par" or "par plus" used in posting a score when a hole is not played?

Currently one of the three ways to adjust a score under the Rules of Handicapping, Net Par (or Par Plus) will still be available for limited use where practical, and at the discretion of the Handicap or Competition Committee, however, the Expected Score procedure will be used as the default position for holes not played. Net Par or Par Plus means to apply the par of the hole including any Handicap strokes the player is entitled to receive on that hole. It is a conservative adjustment because the player has not taken even one stroke on that hole. One example of where Net Par would be appropriate is if there is a hole out of play due to construction.
